ENG – Speaker defends independence amid political scrutiny

The Speaker of Parliament, Hon. Papali’i Li’o Taeu Masipau has issued a statement addressing concerns raised in a recent letter to the editor regarding the independence of the Speaker’s role in conducting the business of the House. The letter, published in the Sunday Observer on February 9, 2025, questioned the Speaker’s ability to remain impartial in the execution of parliamentary duties.
In response, the Speaker reaffirmed the commitment to upholding the integrity of the legislative process, emphasizing that all actions and decisions are guided strictly by the Constitution and the Standing Orders of Parliament. The Speaker dismissed claims of bias as “unfounded” and assured the public that parliamentary proceedings are carried out fairly and transparently.
“The assertion that I am unable to conduct the House’s business in an independent and impartial manner is unfounded. My actions as Speaker are solely based on the Constitution and the Standing Orders of Parliament,” the Speaker stated.
Addressing Calls for Re-Election
Regarding calls for a new Speaker to be elected, the Speaker clarified that the process of re-election is a parliamentary matter governed by Clause 49 of the Constitution and is not subject to the demands of any political party. The Speaker noted that in the parliamentary sitting on January 21, 2025, it was resolved that the current political situation is a matter between political parties and does not warrant debate in Parliament.
“The role of the Speaker remains independent of party conflicts and is focused solely on upholding parliamentary democracy,” the Speaker affirmed.
Fundraising Allegations and Political Affiliation
The Speaker also addressed allegations of involvement in fundraising events for the Fa’atuatua i le Atua Sāmoa ua Tasi (FAST) Party, clarifying that any such involvement occurred before assuming the role of Speaker. The Speaker emphasized that while initially elected through a political party, the responsibilities of the Speakership have been carried out with strict impartiality.
“Upon assuming the role of Speaker, I have remained committed to my duties with impartiality and fairness. The distinction between my political affiliation and my responsibilities as Speaker is one I have upheld diligently,” the statement read.
Ensuring Stability and Respect for Democratic Processes
The Speaker highlighted the importance of maintaining stability in Sāmoa’s political landscape and assured the public of continued commitment to democratic principles and the rule of law. Urging all parties and stakeholders to respect constitutional processes, the Speaker called for an end to the politicization of the Office of the Speaker.
“The stability of Sāmoa’s political landscape depends on the integrity of its public institutions. I urge all parties and stakeholders to respect the constitutional processes that govern our democracy and refrain from politicizing the Office of the Speaker for partisan purposes,” the Speaker concluded.
